Estimate SCFM to customer outside of the tower activity. It uses flow_to_customer as value.

Its computed when:

• no tower is active
• XV_801A/B/C/D_OUT > 0 and VFD_800A/B/C/D > 0 for any pump (pumps are on)
• FCV1002 != 0
