coldbox_max_capacity_indicator

The metric is designed to estimate, at a given point in time, what the maximum throughput is for the cold box. This metric will allow us to observe the empirical maximum flow rate through the cold box relative to design capacity, and also directly observe the changes in empirical flow rate when we make improvements. The result is categorical and lower number is better.

Computed only if:

• during an active heat
• recovered_from_customer_process_scfm_ft202 > 0
• at least 60s of recent data history has the same set of towers active (i.e. PP and T1 for last 60s were active)
